Subject: Emergency Food Affordability Summit: Technology and Food Partners Team Up as SNAP Benefits Face Halt
Oct 29, 2025- Los Alamos, NM – The food safety net for millions of Americans is about to collapse. With the federal government shutdown now dragging into its fourth week, the United States Department of Agriculture (USDA) has warned that, beginning November 1, there will be no new SNAP benefits issued unless funding is restored—putting nearly 42 million Americans at risk of losing food assistance.
Food banks and mutual-aid networks nationwide are already scrambling to meet surging demand—more than 2.5 billion meals are served each month even when regular programs function at full capacity. Now, we are proposing a digital, turnkey solution that can be launched rapidly, bypassing the need for new benefit cards or waiting for federal action.
Through the to-be-created Dusoma Foundation mobile app, SNAP recipients simply show their existing EBT card to the clerk, then present a QR code at checkout that triggers an 80 percent discount on staple groceries. Corporate sponsors and food manufacturers underwrite the difference; small independent retailers receive full reimbursement, major chain retailers receive 30 percent of the discount difference. This model helps prevent benefit interruption while supporting local food ecosystems.
We are inviting food-network activists, food suppliers, credit-card networks (including Mastercard and Visa), fintech platforms (Venmo, PayPal), app makers, and international actors such as the World Food Programme and the World Bank to join a coordination call to refine the framework, provide technical and operational expertise, and mobilize resources immediately.
To our potential corporate sponsors: We, the Dusoma Foundation, can promise is a reverse boycott for the first major corporate sponsor that steps up to fund this emergency grocery discount program before Election Day.
